Fact 1. He rents a flat on Highfield Road at what most reasonable Blackpool people consider an exhorbitant rent.
Fact 2. Moulton Printing, who print the majority of Blackpool Labour Party leaflets happen to have flat above their premises on Highfield Road.
Fact 3. Gordon Marsden paid £475 for “insurance” to Moulton Printing.

This information hardly portrays Mr Marsdens actions as saintly?

I would suggest that at best this is morally corrupt and at worst that the police should be knocking on the door at 132 Highfield Road armed with fraud and embezzlement charges.
